Ah! There may be some changes in iOS 18. We’ll take a look at this in the near future as iOS 18 gets closer to stable.

For anyone having the same issue: I was able to restore full functionality on iPadOS 18.1 beta 2 or iPadOS 18 beta 5 by using distraction control in Safari.
