I panicked on the google cloud bill i was getting and ended up deleting the project
Do you mean deleted Firebase Studio workspaces? No, once you delete them, they can’t be restored.
If you mean deleted Google Cloud projects, check https://console.firebase.google.com/iam-admin/projects to see if your project is pending deletion. You may be able to restore it if so.
