Right now, public schools’ only pathway to fund digital tools is through approved vendors. That means we can’t pay for usage-based services like API credits, cloud hosting, or Firebase costs — even though those are now the building blocks of modern tools. We’re stuck in a license-based procurement model in a usage-based era.
