i cannot create new workspaces, even though its only 3 workspaces that i have, but still unavailable to create a new one.

You can access up to 3 workspaces as a free user. You can increase the number of workspaces you have to 10 if you join the Google Developer Program.

i have joined google developer program, i could create to 10 workspaces before, now i cant.
I would submit a support ticket especially if you are already in the Google Development Program and you had access once, but it was now not showing.

I’d recommend filing a bug as it looks as if you should be able to create additional projects. Perhaps there’s an additional requirement.
