Publishing Spinning all the time but works fine

Where the Publish button usually is, it is a button that says Publishing with a spinning circle. Publishing works fine using the button to open the publish window but it concerns me. I have restarted the VM, tried an incogneto window, refreshed the page, used Firefox, but it remains the Publishing button.
