I am trying to access the $300 free credits to get started with Google Cloud. However, when I follow the steps to create my billing account, enter the requested information, and click on “Start free”, I receive the following error message:
“The action couldn’t be completed. [OR-CBAT-23]”
I have tried multiple times, including changing the payment method on several occasions, but the same error continues to appear.
Could you please advise what I can do to resolve this issue and complete my registration successfully?

Make sure that you age verify your account. If it is a new google account then you will need to age verify it to be able to add billing. Try adding the billing method directly to your google account and then when you need to attach billing to Google Cloud your payment method is already set and should allow you to setup your billing in google cloud.

I have the same issue. Mine was that one of my other emails was taking the place of my admin email. I ended up just making that email a editing admin and it allows me to operate through that email now. Hopefully that helps
