Having publish error "You do not have permission to update the billing account..."

Getting this error, even when I choose the correct billing account: “**You do not have permission to update the billing account associated with this project. Please check your permissions and try again.”
Could not fix it for hours to make a simple publish. why it’s such a nightmare to do such a simple action? how do I solve it? The AI have no idea.
